Pre-Purchase Electrical Inspection Services Terms & Conditions (Queensland)

  1. Definitions

Inspection means a pre-purchase electrical inspection of a residential property.
Client means the person or entity named on the quotation or report.
Inspector means the licensed electrical contractor or worker conducting the inspection.
Property means the address nominated for inspection.

  1. Licensing & Legislative Compliance

All inspection works are conducted in accordance with:

  • The Electrical Safety Act 2002 (QLD)
  • The Electrical Safety Regulation 2013 (QLD)
  • Applicable Australian Standards including AS/NZS 3000:2018 (Wiring Rules)

Inspections are performed by a licensed Queensland electrical contractor and/or electrical worker as required under Queensland law.

  1. Nature of a Pre-Purchase Electrical Inspection

The Inspection is:

  • A non-invasive, visual and limited functional assessment
  • Conducted on accessible electrical components only
  • Based on conditions present at the time and date of inspection

The Inspection is not:

  • A Certificate of Testing and Compliance
  • A guarantee or warranty of future performance
  • A full electrical audit
  • Certification that the installation complies with current Australian Standards

Electrical installations in Queensland are required to be electrically safe but are not required to meet current standards unless altered, added to, or deemed unsafe.

  1. Scope of Inspection

Depending on the service level selected (Basic or Advanced), the Inspection may include:

  • Switchboard visual inspection
  • Circuit breaker and safety switch testing
  • Visual inspection of roof space wiring (if safely accessible)
  • Identification of outdated wiring types (where visible)
  • General assessment of electrical safety risks

The Inspection is limited to visible and accessible areas only.

  1. Limitations & Exclusions

The Inspection does not include:

  • Destructive or invasive investigation
  • Wall cavity access or removal of fixed building elements
  • Underground cable testing
  • Internal dismantling of appliances
  • Engineering certification
  • Supply authority equipment testing
  • Guaranteed identification of all defects

Inspectors may decline to access any area deemed unsafe.

  1. Smoke Alarm Compliance (Queensland)

Smoke alarm assessments are conducted in reference to:

  • The Fire and Emergency Services Act 1990 (QLD)

Where applicable, the report will note visible compliance or non-compliance with Queensland smoke alarm requirements. This Inspection does not constitute formal smoke alarm certification unless separately requested.

  1. Solar & Battery Systems (Optional Add-On)

Where solar or battery inspections are requested, assessment is limited to:

  • Visual condition checks
  • Operational review
  • Isolation inspection
  • Compliance labelling review
  • Fault code observation (if accessible)

The Inspection does not include:

  • Performance guarantees
  • System output validation under load
  • Clean Energy Council compliance certification
  • Internal component dismantling

Grid connection and metering infrastructure remain the responsibility of:

  • Energex/Ergon
  1. On-The-Spot Diagnostics

Where faults are identified, additional diagnostic services may be offered.

  • Diagnostic work is chargeable
  • Repairs are not included unless separately authorised
  • No repair work will be undertaken without client approval
  1. Reporting

The report reflects the condition of the electrical installation at the time of inspection only.

Findings are based on visual inspection and limited testing methods appropriate to a pre-purchase assessment. Photographs may be included to support observations.

  1. Risk Assessment & Estimates

Where defects are identified:

  • A risk level (Low / Moderate / High) may be assigned
  • Budget guidance may be provided for rectification

All estimates are indicative only and subject to full assessment and quotation.

  1. Limitation of Liability

To the maximum extent permitted by law:

  • Liability is limited to the inspection fee paid.
  • The Inspector is not liable for hidden defects or inaccessible components.
  • The report is prepared solely for the Client named and is not transferable without written consent.

The Inspection does not remove the Client’s obligation to conduct their own due diligence prior to purchase.

  1. Access & Safety

The Client or their representative must ensure:

  • Safe access to the property
  • Safe roof space access (where applicable)
  • Electricity supply is connected at time of inspection

The Inspector reserves the right to refuse access where safety risks are present.

  1. Acceptance of Terms

Payment of the inspection fee or acceptance of the quotation constitutes acceptance of these Terms & Conditions.

  1. Major Defects

Where major defects, outdated wiring systems, or switchboard deficiencies are identified, further investigation or upgrade works may be required to ensure ongoing electrical safety and compliance with Queensland legislation.
